Bilateral Fail and Netting Management: new features for TeleClearing

Since June 28 is in effect the new regulation on EuroTLX, drafted according to the Consob guidelines on Multilateral Trading Facility (MTF), with amendments related to the new management of Fail flows and to the Bilateral Netting project, which allows the aggregation of settlement instructions corresponding to contracts executed on EuroTLX segment, characterized by regulation on Euroclear and Clearstream..

The new model of Netting allows for the communication of the individual EuroTLX market contracts to Monte Titoli, which carries on the merger and the transactions reporting to CSD's and members, respectively by sending SWIFT MT541/MT543messages and requests of ROM.

The CSD’s's communicate status updates (settled / fail) to EuroTLX and members, which, in agreement with counterparties, delete the old operation and include two or more new instructions in order to settle part of the original transaction. In addition, the member receives a stream of FAIL transactions by EuroTLX, marked as critical (where the settlement date is equal to or less than 2 days from the date of receipt). For each FAIL transaction reported by EuroTLX the member must notify the information about the new transactions created (OTC) and their settlement state in the return flow.

TAS integrates TeleClearing platform with all the new features designed to:
• link the information from X-TRM service on the operations to be settled (merged contracts)
• manage the Fails flow from EuroTLX containing the list of operations considered critical ( the status of critical operation is attributed by EuroTLX on the base of an algorithm that takes into account some factors that determine systemic risk in terms of settlement)
• aggregate reports of settlement / fail of CDS's.

TeleClearing also allows to link together chains of transactions originated from an original (Fail) and immediately check that the transactions created are consistent in terms of quantity and equivalent with that to which they refer, thus simplifying the management of the whole chain of processes linked to the reduction of the risk of infection

Once again TAS Group took part in the Forum PA2010.

As in the previous edition TAS joined the Province of Rome, organizing a conference with the General Director, on this occasion TAS was hosted at the DigitPA (ex CNIPA) stand, during all the exhibition.

Here TAS experts could explain to visitors, with the aid of a jointly made presentation (link), the product dsTaxiPG, used in the DigitPA agreement currently in force in terms of Public Governance.

Strategic control, business control, accounting and economic analysis, measurement and evaluation of performance, defining and measuring indicators and objectives, survey results, identifying and defining the objects and parameters for structuring organizations and business sectors of the PA: these were the issues in the spotlight, in fact the same issues promoted by the so-called 'Brunetta reform', aimed at the identification and sponsorship of the most valid ways for the correct use of governance in Public Administration.

This is where TAS has gained a solid experience as the supplier of the dsTAXI Public Governance solution, at the base of the service provided in ASP mode to Public Administration by Telecom Italia and Value Team for strategic control, business control and support (in the Cnipa 4 / 2006 tender, and framework agreement of 30.12.2008).

The solution devised by TAS enables a service that provides the PA with a global, effective and uniform system of planning and control and can easily manage the performance measurement system (Brunetta Law).

Currently, institutions such as the Ministry of Infrastructures and Transport, the Ministry of Arts and Culture, the Ministry of Health use dsTaxi Public Governance.

Other important central and local authorities are interested in buying this solution and the ongoing talks hint at new positive developments.

Market Abuse - TAS Telemonitor adapts to the new Consob indications

With the Communication of 30-04-2010, in addition to the foregoing in the DME/5078692 29/11/2005 (reproduction of the examples of market manipulation and suspicious transactions specified by the Committee of European Securities Regulators (CESR) in the Market Abuse Directive. Level 3 - First set of CESR guidance and information on the common operation of the Directive), Consob aims to provide additional functional guidance to identify manipulative behaviors implemented by the input and subsequent cancellation of orders in place during the auction.

To meet the needs of Compliance with the new functionalities, TAS integrates Telemonitor, the current platform for the screening of the operations to identify possible cases of insider trading and market manipulation, with its middleware for the real time management of market information TeleFeed.

The integration process has led to:
• Implementation of new controls for the analysis of books to be used in the composition of the Rules of Analysis
• Store in Market Abuse of synthetic data and occurrence of the book that has helped to produce suspicious reports
• Implementation of new IOS features: storing, historicizing, postprocessing and visualization of data stored (for a fixed maximum number of days, tied to the size of storage for saving data).

New milestones in the PSD implementation process

March 1st 2010 marked two important milestones in the implementation process of payment service regulations introduced by the PSD. Following publication in the Official Gazette of the Italian Republic Legislative Decree 2007/64/EC - PSD Payment Services Directive and the Supervision provisions for payment institutions enter into force from March 1st.

SEPA Direct Debit

The new system of services for SEPA Direct Debit becomes effective

On November 2, 2009 starts the new system of services for SEPA Direct Debit (SDD - SEPA Direct Debit).

From now, two different direct debit standards, provided by the European Payments Council, become effective. The “basic" Direct Debit - SEPA Core Direct Debit Scheme - which involves company and consumer (B2C) – and the corporate-oriented Direct Debit - SEPA Business to Business Direct Debit Scheme - which concerns Corporates (B2B).

From today, all the European commercial banks served by TAS Group can offer their customers the new services of pre-authorized takings in euros within the SEPA.

In compliance with the new rules, TAS Group has promptly updated and adapted its suites, including:

GARI GOLD Transaction Flow Manager for SEPA Direct Debit (GG TFM for SDD), the TAS Group proposal that fits in the GGTFM architecture, the network middleware for the management of the ISO UNIFI XML 20022nd standard
MIXER 2.0 SDD, the TAS Group solution which extends the operational and business functionalities of the product to the SEPA SDD messaging.

TAS Group empowers its presence in Spain

In an interview published by Cinco Dias, the General Director of TAS Group in Spain, Gonzalo Landaluce, explains the reasons of the empowering of the presence of the italian group in Spain by means of its subsidiary RT.

Landaluce says that the main objectives of TAS Group on the Spanish market are: consolidating the leadership in the issuing of EMV cards for financial institutions and approaching new businesses in the large-scale retail trade and public administration sectors.

Volskbank Malta chooses TAS Group as its SWIFT Service Bureau

TAS Group, specialising in software solutions for electronic money, payment systems and financial markets, was chosen by Volksbank Malta (Volksbank Group) to provide them with SWIFTNet connectivity and support services through its SWIFT SERVICE BUREAU.

TAS SWIFT SERVICE BUREAU will provide Volksbank Malta with a highly resilient and secure connection to SWIFTNet operated by certified SWIFT technicians that will enable the bank to make substantial infrastructure and operational cost savings.

TAS Group to Provide Tuscany with Payments Infrastructure

TAS Group has signed a contract with the Tuscany region to supply an infrastructure for payment and collection services.

The platform will enable individuals and companies to pay some 80 types of duties and taxes for public services (e.g., kindergarten, student transport, school meals), fines, and healthcare contributions. Users can also consult their accounts to see how much they owe the local government for the fees and taxes mentioned. The service can be accessed through cash machines (ATMs), the Internet, or digital land line.

The infrastructure will become operational in 2009 through a pilot project, while full operation is projected for 2010. The supply and service contract, won by TAS following a public tendering procedure, has a duration of eight years and a value of around € 14 million for TAS Group.

New SWIFT Labels for TAS Solutions

TAS, the SWIFT Regional Partner and Expertise Centre for Italy, obtains new SWIFT labels for GARI GOLD Transaction Flow Manager.

TAS solutions have been certified SWIFTReady for Cash Reporting – both Provider and User, and for SEPA Credit Transfers. Certification of Exceptions and Investigations is in progress and has already obtained technical and functional validation. The new labels will be presented at SIBOS 2008.

TAS is continuing to implement SWIFT certification for its solutions and will soon deliver SWIFT readiness for Enterprise Application Integration (EAI) and for Funds.
